About RHR
RHR is a fast-growing research consultancy specializing in housing, education, business, and general methods research.  For more, check out RHR's Services.

Lisa V. Friel is the President and owner of Red Hawk Research, a company she established to meet the research needs of small and medium-sized organizations.  After watching many organizations struggle to keep pace with the growing demands for sound, hi-tech research, Lisa established RHR to fill the gap.  RHR’s mission is to utilize project planning, data collection, appropriate analysis methods, and clear presentation of findings to meet the research needs of smaller organizations, so that they in turn are empowered to win grants, advocate for change, and improve service delivery. 

RHR's service model is two-fold:

~ First, RHR provides quality, affordable research services to nonprofits and small businesses nationwide.  

~ Second, RHR partners with nonprofits and businesses to leverage the expertise of nonprofits and local experts in revenue-sharing partnerships, while empowering their competitiveness on proposals with RHR's research expertise. 

RHR is committed to community involvement and giving back to communities.  In our work and our community involvement, we aim to work collaboratively with clients and have a little fun too!

Lisa V. Friel, MA
President
General research, program evaluation, policy development, report writing and presentation

Lisa has more than nine years of experience in all phases of the research process, including project planning; data collection; simple and multivariate statistical analyses, including regression modeling; report development and writing; presentation; and publication.   Her work has been recognized through state and federal agencies adopting methodologies designed to analyze transportation project costs, a project on Medicaid reimbursement to nursing facilities receiving a national award, publication in peer-reviewed journals, publication in an edited book, and speaking invitations.

Lisa started RHR in 2005, has served several clients nationwide, and was invited to present at the 2006 Fair Housing Laws and Litigation Conference in San Diego, California. 

Before starting RHR, Lisa was the Research and Policy Coordinator for the nationally renowned Housing Opportunities Made Equal (HOME) of Virginia, Lisa conducted extensive research on fair housing and predatory mortgage lending, helped to defeat numerous proposed changes to the Virginia fair housing regulations, and developed HOME's predatory lending database.  She attended the National Fair Housing Alliance’s (NFHA) Fair Housing and Fair Lending Schools, and presented at the 2003 NFHA annual conference.

Previously, Lisa was a Senior Research Analyst with the internationally recognized Virginia Joint Legislative Audit and Review Commission, which evaluates Virginia state agencies for efficiency, effectiveness, and adherence to State and federal law and regulations.  The state legislature and various agencies utilized the reports to which she contributed, covering diverse topics including Medicaid reimbursement to nursing facilities, child support enforcement and transportation, to effect numerous policy and programmatic changes. 

Lisa earned a Bachelor of Arts in Sociology from the College of William and Mary in Virginia, where she was an active member of Alpha Phi Omega, a co-ed service fraternity.  Lisa received her Master of Arts in Sociology from the University of Virginia (UVA), during which time she helped teach statistics to undergraduate and graduate students, and co-authored three published research reports.

Russ Douglass
Business Development
Business coaching, marketing, and development

Affectionately known as "Uncle Russ", during the past 18 years he has held senior level executive positions with both privately and publicly held enterprises.  Russ specializes in ramping up revenues and profits, with successes measured in the millions of dollars.  He has over 34 years of management experience in both the automotive and semiconductor capital equipment industries.  We are excited to not only benefit from Russ' expertise in our own development, but also to enable other companies to leverage his wealth of experience and knowledge.

In the mid nineties Russ directed a major capital equipment manufacturing start-up, building it from a $4 million to a $300 million dollar supplier of equipment to the semiconductor industry. He has extensive experience developing businesses in the Pacific Rim as well as managing operations in Europe for the development and/or transfer of critical manufacturing or process technologies.

Russ has an Honors College, BFA from Ohio State University. He has completed all the course work for a MS in Human Relations and Organizational Development from the University of San Francisco and is a graduate of the General Managers program at the Levy School of Business, Santa Clara University.

Jenine Harris, MA, MAT, ABD
Research Statistician
Biostatistics, public health, program evaluation, general research

Jenine is currently in the final year of earning her Ph.D. in biostatistics at Saint Louis University.  She has presented her work at multiple national conferences, led several regional workshops, and recently received an award for her research on using quantitative methods to increase the rigor of qualitative analysis.  Jenine is also a project specialist helping to evaluate Missouri's emergency planning and response networks (for the Missouri Department of Health and Senior Services Center for Emergency Response and Terrorism).

Jenine's versatility with statistical and qualitative research methods makes her an asset to the Red Hawk Team, which strives to provide a comprehensive range of resources to satisfy client needs.  Her experience as an accomplished math teacher, with numerous awards for designing and launching educational websites, is in line with the Team goal of making research accessible to lay persons.  An experienced researcher in both public health and clinical settings, Jenine's work using statistical methods to analyze communication networks has intriguing applications.  Check back for more on Jenine's work.

Eva Hatchner, Dipl. Ing.
Marketing and GIS Researcher
Marketing, education research, mapping and geographic information systems (GIS), project management, economic development

Eva has over five years of progressive responsibility in applying qualitative and quantitative marketing research to planning, implementing and evaluating marketing campaigns.  She recently used her extensive knowledge of mapping, or geographical information systems (GIS), and Census data on two major marketing efforts: the Arizona University System Redesign by the Arizona Board of Regents, as well as Northern Arizona University's distance learning program.  She also conducted extensive geographic/mapping analyses of students and financial aid data for NAU's accreditation process.  Finally, through her work, Eva has developed a keen understanding of the geographic and social forces in Northern Arizona, which she applies to workforce issues as an active board member of the Greater Flagstaff Economic Council. 

The Red Hawk Team is excited for Eva to share with clients her fluid approach of synthesizing education, business, and marketing components in a geographic context.  Hi-tech, analytical maps are an under-utilized tool in effectively conveying data about adjacent cities, counties and states, and can be used in many situations, such as to analyze customer/client markets, make a point in a legal case, and lobby for policy changes.

Eva holds a Master’s Degree in Commercial Engineering (Ing.) with major in Business and Marketing from the University of Economics, Slovakia. Her work on using GIS in marketing was published in Market Segmentation Studies, a publication by Kornelia Richterova, and she will be a co-presenter at a September 2006 conference, "Shaping Your Institution's Market Postion."  Eva is fluent in 3 languages.

Susan E. Millan, MURP
Community Development and Housing Planner
Needs assessment, policy development, community outreach, HUD program management

Susan’s career centers on the implementation of progressive planning practices to address challenging situations. Over more than 11 years in community development, Susan excels at building partnerships between public agencies, non-profits, individuals and the business sector.  The breadth and depth of Susan's community planning experience demonstrate the Red Hawk Team's commitment to conducting meaningful research for use on the frontlines. 

Most recently, Susan temporarily relocated to southern Louisiana to aid in the post-Katrina recovery effort.  As part of a multi-disciplinary team charged with developing a Federal Emergency Management Agency (FEMA) long term community recovery plan in southern Louisiana, Susan worked closely with residents, community leaders and local organizations to assess community and housing needs.

Previously, Susan served for several years as the Executive Director of the Housing Consortium of Everett & Snohomish County, a consortium of non-profit housing development agencies in Washington state.  She guided the establishment of this networking organization that now effectively shapes public policy initiatives related to affordable housing. Susan also helped develop several policy-related resolutions to guide local agencies and other housing stakeholders in their decision-making roles concerning funding, development, and regulation of affordable housing.

Susan is also experienced in land use planning in the public and private sectors; housing planning; project management for wide variety of HUD programs at the national, local government and grantee level; and community outreach and education through web-based applications, print publications, exhibits, meetings, public hearings, conferences and technical assistance programs.
